Job Summary:

The Proposal Manager is responsible for managing projects during responses to Requests for Proposals (RFP), Requests for Applications (RFA), Requests for Information (RFI), grants, and other proposals. Some travel is required in this position.

Essential Functions:

  • Provides high-visibility project management in developing responses to Medicaid managed care RFPs, RFIs, and RFQs
  • Works closely with leadership to facilitate company’s proposal strategy and content
  • Ensures proposal development milestones are completed at every stage of the proposal life cycle
  • Assists in the continuous improvement of program/project management best practices
  • Collaborates with business owners to define resources needs
  • Develops and maintains overall proposal schedule including key project milestones and required deliverables
  • Drives cross-functional communication between functional areas and leadership
  • Provides regular reporting and maintains ongoing communications to senior management
  • Assists in developing RFP-related analyses, including competitive and market research before an opportunity and debriefing assessments after evaluation results are received
  • Contributes to the development and implementation of win themes at response, section, and question levels; may assist in reviewing responses to ensure strategic content is appropriately captured and represented
  • In collaboration with the writing team, develops written responses to RFP
  • Ensures the final product is compliant with RFP requirements and is produced and delivered with highest quality
  • Communicates progress, facilitate decision-making, and resolve open decisions, issues, and risks pertaining to RFP responses
  • Manages Q&A process, including collecting and finalizing questions, analyzing answers and RFP amendments, and communicating changes to the RFP to functional areas
  • Defines, documents, implements, and continually improves routine, repeatable, and measureable proposal development processes and tools
  • Key participant in production activities including coordination with outside print vendor
  • Responsible for SharePoint site administration/maintenance
  • Perform any other job duties as requested

Education and Experience:

  • Bachelor’s degree or equivalent years of relevant work experience is required
  • Master’s degree is preferred
  • A minimum of five to seven (5-7) years of proposal management experience is required
  • Experience working in deadline driven environments is required
  • Experience with project management in Medicaid managed care
  • Background with health insurance including health plan, ACO, hospital delivery system is preferred

  • Proficient in Microsoft Office Suite Word, Excel, PowerPoint, Outlook, Visio, SharePoint, and Adobe Professional

Working Conditions:

  • General office environment; may be required to sit or stand for extended periods of time
  • Flexibility to work evenings, weekends and/or holidays as needed to meet deadlines, often with little notice
